Rafael E. Garcia is a proud United States Army veteran, union carpenter, and labor leader dedicated to serving both his country and his fellow tradespeople. Born in Brooklyn, New York, and raised on Long Island, Rafael graduated from Island Trees High School in 2007 before answering the call to serve by enlisting in the U.S. Army.
As a Combat Engineer, Rafael quickly distinguished himself through his commitment and leadership, earning the Army Achievement Medal and completing several leadership development courses during his military service. He later deployed to Afghanistan, where he served his country with honor and courage.
Like many veterans, Rafael faced challenges transitioning back to civilian life. With the support of his then-girlfriend, now wife, he discovered the Helmets to Hardhats program, which connects veterans with opportunities in the union building trades. After applying, he was accepted into the New York City carpenters’ apprenticeship program, beginning a new chapter in his life and career.
Although he entered the construction industry with no prior experience, Rafael was determined to succeed. Through hard work, perseverance, and dedication to his craft, he completed his apprenticeship and became a certified journeyman carpenter. His passion for leadership and advocacy inspired him to pursue additional training, earning certification as a Shop Steward so he could represent and support his fellow union members on the job.
Today, Rafael serves as a Certified Shop Steward and an appointed Delegate to the New York City District Council of Carpenters on behalf of Local 45. Nominated by his brothers and sisters of Local 45, he continues to be a strong voice for working men and women, carrying forward the values of leadership, service, and commitment that have guided him throughout his military and union careers.
