New York, NY—Port Authority board commissioners agreed on Wednesday to forego $1.2 billion of its own money to rebuild 3 World Trade Center and instead would craft a “hybrid” arrangement with the developer, Larry Silverstein, to rebuild the last remaining tower at the site. Port Authority commissioner, Kenneth Lipper, said the arrangement was the type of solution he had sought from the beginning. WATCH VIDEO INTERVIEW WITH MR. LIPPER
